The really short answer is: it depends 100% on YOU and what you want out of this type of cruise! Without more info, nobody here can give you a truly accurate answer.

The longer, woollier answer is it still depends but because you have pretty limited options on mainstream cruise lines I can give you some Pros & Cons - really you only have Spring and Fall cruising available. There are a handful of RT cruises as well as the Repos that bring ships to and from Vancouver/Seattle for AK cruises, but still generally April and October - though Princess especially have dragged the local cruise season out much longer by adding a couple of Hawaii RTs out of Vancouver at the end of their AK trips, plus some Cali Coastal RTs, so the final one-way repo can be as late as December!

Spring is likely drier on the PNW end of things, especially if it's late April or early May, and Spring definitely has longer evenings across the entire cruise, so it would be my preference - but depending what you intended to do before/after a cruise or even in ports of call, you might find the weather better for you in the Fall. Some tourist sites on land may not be open, or have more restricted hours, depending on the month, so you do need to do your own homework to figure out your plans in ports before you can decide which is the best time for YOU to cruise.

If you mean the MEXICAN coast rather than US/Canadian, then you can cruise all winter out of LA/San Diego on mainstream lines - I've got no experience of those though, so I'll leave that for others to answer.
