WiFi in South America ports?

On our Round the Horn cruise, many of the ports required you to buy something at a restaurant or similar before letting you use their WiFi. Some ports it was very slow, we were able to pick up email but not much else. Not likely to find a pub down here except in the Falklands. There we were able to connect at the Visitors Centre but again very slow.

We had no issues on our cruise two winters ago.  But...we avoid visitors centers and coffee shops/bars that are close to the ship.  

 

We find that we get much better reception (anywhere) by finding a less frequented establishment that does not enjoy a great deal of tourist traffic.  Two blocks down and one block over if you get my drift.
