The airport most cruisers use in Orlando (MCO) is about an hour drive away from PC.  If a hotel includes an hour shuttle ride they are just building the price for that trip into their room rate.  IMHO  you are better off arranging for your own transportation (one-way car rental, UberX (for about $60+) or shared shuttles like Cortrans or Cocoa Beach Shuttle) and finding your own hotel.  Dates and budget would help the suggestions to be closer to your target.

Fortunately you cannot go wrong with any of 20+ hotels - they are mostly clean and good - meaning just fine for a one-night stay before a cruise.

 

Unfortunately, the list is 20+ so you have to narrow things down. The very popular Radisson in Cape Canaveral check most boxes for most people - airport shuttle, cruise ship shuttle, nice pool, near restaurants & bars, affordable and close to the Port.
