Cab to NOLA port-1st time

First time cruising out of NOLA. I've read that taking a cab is a nightmare. How much time would would you allow from Bourbon street area? Do they allow you enter the port area early...We don't mind waiting once there.

Dec. 2018, left Hotel in French quarter, 11am,  to Ship (NCL Pearl) less than 15 minutes.

Unless there is something going on in the French Quarter that has streets blocked/traffic stopped, it should be less than 15 minutes to the Port.
