Looking for information on private shore  tours in these cities for March 27,28,29, and April 2 respectively.

My wife uses a wheelchair so the typical tour bus doesn't work for us.

We are travelling on the Diamond Princess March 26 to April 3, 2019

Try Heather Hopkins Clement of Cruise port navigation.  She arranges personalized shore tours.  She was the port lecturer on Princess for Japan for several years.  A huge loss to Princess passengers in Japan. 

Another option is to arrange for a goodwill guide.  They are volunteers and they are individually arranged tours between you and the guide.   You may well be too late to get a goodwill guide this close to sailing and its peak cherry blossom time  but I can recommend them.   Often they are uni students studying english but we have also had retired people, homemakers, business people and one time a university professor.  They are very proud of their town and its a really nice thing to do to spend time with a true local Japanese person.

You might find that you will need to use taxis in order to be able to get about.
