Travel Agent Charges - Changes and Cancellations

I am trying to find out if it is normal for travel agents to charge a fee for paperwork, changes and cancellations.  I am not asking for Names of Agencies, just if this is the industry norm.

The ones I've dealt with do not have any charges other than those imposed by the cruise lines.  Now, some TA do have these charges.  Ask before you book.  If they do,  move on.  Plenty of TA to choose from.  No need to deal with TA who charge these fees.
