JIC you're new to Celebrity - around 4 o'clock, every day, they put out a nice spread of savory and sweet pastries and sandwiches in the Oceanview Cafe, the buffet, where you may enjoy  self serve tea or make a plate of appetizers to enjoy with your Sunset Bar cocktails.

Ah, but do they have scones, jam and thick cream to go with that nice cup of tea?
Add something hot and it becomes "high tea".

we went to a well attended Elegant Tea event aboard Reflection a couple of weeks ago. Among the food served were scones with jam and thick creme.

order room service and have coffee, omelette, croissant, etc on your balcony!

Yes, they do have very good scones, jam, thick cream. I think they must thicken the cream with cream cheese or neufchatel. It's not genuine clotted cream, but it's delicious. If you take your time over tea, they roll the hot entrees out as soon as they clear the pastries and little sandwiches. My husband and I like to have tea in lieu of dinner at least once during the cruise.

They have scones with and without raisens, jam and either whipped cream and on occasion clotted cream (only seen on Silhouette).   They also have a nice selection of finger sandwiches and small desert items.

Just as long as they brew the tea properly: bubbling boiling water onto the tea leaves (in the right proportion); leave to steep for 4 minutes; decant off the spent leaves; serve immediately.
White gloves preferred, of course.
You've seen Downton Abbey.

The Elegant Tea is a Captains Club function for Elite members and higher.  It is held once per sailing. There were something like 1100+ Elites on board our Jan 4 sailing, so the turnout in the MDR was very large.  I imagine that suite passengers are invited as well, but I don't know that for a fact.

Uh-oh, hate to break this to you, but the Oceanview tea is self serve, American style. You put a tea bag in your mug and pour in hot water from the dispenser. We Americans are okay with that, but judging from comments from the Brits, this is not acceptable. The food is fabulous, the tea isn't. You may wish to bring your own tea bags from home to use in the buffet. Cafe al Bacio, deck 5, has much nicer tea and they serve little pastries all day and evening.
