Wine can be purchased Sunday after 12 noon, but no hard liquor sold on Sundays.

As mentioned Liquor / package stores are closed on Sunday's in Texas. Grocery & convenience stores sell wine but only after Noon on Sunday. 

 

As to whats close to the port unfortunately not much other than your typical gas/convenience store which would have a pretty limited selection of wine. I think the only major grocery chain on the island is Kroger's which is around 4.5 miles from port.

 

 If arriving the night before your cruise it may be best to search around where you plan on staying to see what is close by to stock up or if driving I would stop off on the way down to Galveston.

CVS Pharmacy 25th and Broadway around 9 blocks from terminals

Kroger  excellent wine selection

All liquor stores are closed in Texas on Sunday. State law allows them to be open 10 am to 9 pm, Monday through Saturday.

Of course since you're not allowed to carry on any alcoholic beverages other that the 2 bottles of wine it's really a non issue. Unless you live in Texas that is.

 

Also due to Texas liquor laws is why there's a limited selection of alcoholic drinks on board until you reach international waters.
