Child Booster Seats Required on Shore Excursions?

Buses, no requirement for seats. You may need seats for travel to/from (dis)embarkation ports though; since you don't say where you live or where you are cruising out of or your planned transportation methods it's impossible to say. I'd Google 'car seat laws' and the States/provinces concerned to see what the deal is (e.g. here in BC 'professional drivers' are exempt so you can take a kid in a cab without a seat if you choose to do so). It's also a good idea to look into easy-to-travel with options, like 'bubble bum' seats, which would improve your child's safety without adding much weight or volume to your luggage.
