Earliest you can park at Machu Picchu and Fulton's?

Just talked with Angel at Machu Picchu. He said we can park as early as 9:30/10:00 am. He also said to watch the roads because some might be closed due to parades, especially some of the side streets, safe bet is to travel on the Expressway if possible.

I usually park at Fulton at 11:00. You can select your time at www.neworleansparking.com. I think I've done 10:30 before. I don't have priority boarding so no reason for me to get there too early.
