On most cruise lines web sites are deck plans of the different ships in their fleet.  On each deck plan there typically is a key with symbols identifying different characteristics of the staterooms on each deck.  There usually is a symbol identifying if a given stateroom has an obstructed view that would appear in that stateroom on the deck plan diagram. 

 

Failing that, there are also pictures available on the internet of the different ships which may display deck and/or stateroom locations that would confirm if a given location is obstructed.  There are also websites (many of which are travel agent sites) that will also provide descriptions of the different staterooms to confirm any obstructed view. 

 

You can google a given ship and stateroom number and frequently get information specific to that stateroom or similar locations that will provide this information. You can also contact a travel agent or the cruise line directly and ask - they should be able to get that information.  Also many people who will respond on these boards are those with direct knowledge of the ship and stateroom location in particular.

 

But the vast majority of all balcony staterooms on most ships launched in the past 25 years are not obstructed, with the frequent exception of those that are typically on the lower decks in lifeboat locations where they may pose interference with a view from that location.  Some ships also have certain superstructure components in specific locations that may interfere with a view as well.  But most mid-high decks on most ships - like most hotels - have nothing in those areas that would obstruct a view.

 

In the OP's case, 12710 is on a mid level deck 12 forward and starboard with a clear and unobstructed view that is easily confirmed by taking a few minutes to research as indicated above.
