Regulatory approval is seldom a problem. It's usually just legal verbiage that's required until the formal route approval and/or capacity allocation has been made. It's pretty rare for an announced route like this to fail to get approval.

 

There are other potential problems, but they are there even for existing services. Just ask anyone who's suffered a 787-related schedule issue.

I've suffered multiple delays from both 787 issues and 737MAX issues. Ironically, both have also cause me to be late to meetings...at Boeing.
