Machines do not give out cash. You have to load any winnings or remaining play to your room card.

It's kind of either.  You can load money on your card (then to the machine) from your room account.  I tend to do this since my CC gives me cash back on my charges and we're fortunate enough to not carry a balance (i.e. no interest).  If that's not for you, I'm pretty sure you can put cash into the machine... but then to get your "winnings" one has to go to the cashier and cash out.... if you're disciplined it's easier to just leave the funds there.

On our Emerald Princess cruise recently, I was able to cash out by inserting my Sea pass Card, & creating a Pin, then selecting Cash out on the screen. I took my card up to the cashier and put in my pin and got the cash.
