Done 3 ocean cruises and on the last one we felt like we really weren't getting the local flavor we wanted. But the river cruises are so expensive! Be aware that most river cruises include the excursions. Many include beer and wine with meals (of course, some are all inclusive). On ocean cruises, I've always found that any local flavor is best acquired per port when we go ashore, not on the ship itself. I'm not quite sure what you were expecting... A value for me might not be a value buy for the person next door. You will need to enunciate you preferences/wants to an experienced TA. And not one who is more of a data entry clerk than a TA.
