Is the ship's casino open while in San Juan? Cruising on Sunrise in August

Cruising in August and we get in at 3:30.  Not sure what we can do as excursions are limited and many of the ones offered are walking tours which is not good for some people in my group.  Hoping maybe the casino opens up at 9 pm????

Never seen a casino open while docked.  I believe they must be in international waters.

It is not open in Puerto Rico.  It is open in Grand Turk.  It seems to me there is another port but I don't remember which.  Leaving PR, it will not open until you are in International waters.

That's what I thought......In Bermuda, it opened up at 9 even though we did not leave until later.   Arriving in San Juan at 3:30 pm not leaving until 11 pm.  Long evening especially if ship entertainment that evening is lacking,    Is there a casino near by that we can safely take a taxi to after dinner?  I know there used to be one across the street from dock near the cvs but I hear that one closed.
