Drinking ages are determined by the closed loop port. Thus, it is closed loop in USA, than it is 21. It does not matter what country you came from. Be careful as some establishments are very lax in how they follow the laws. Dominica allows sale and consumption at 16. Haiti is 16 as well, however Labadee is 21 as far as I know. A 20 year old can drink any non-alcoholic beverage anytime/anywhere.... A 20 year old sailing RCL from a US Port may not drink alcoholic beverages on the ship. A 20 year old might be able to drink ashore in a port depending on that country's laws... The country where he is from does not affect the answer... What if you’re on an open loop cruise? I’m on an open loop cruise, embarking in Seattle and disembarking in Vancouver (drinking age is 19). BTW, I’m pretty sure the drinking age on the ship will be 21. But I don’t think the cruise being an open or closed loop has anything to do about it.
