When there is a balance on your Sail & Sign Account that is part Cruise Cash and part other OBC's (Carnival, Travel Agent etc.) is Cruise Cash credited first since it is not refundable?  I assume other OBC's would be refundable either in cash or credit for a future cruise?

OBC is not refundable - it is use it or lose it. Cruise Cash, while technically nonrefundable, can be converted to cash by going to the casino, putting your card in a slot machine, transferring your Cruise Cash to the machine, then cashing out.

@SRQbeachgirl is partly right.  Non-refundable OBC will be used first.  Then Cruise Cash.  Then refundable OBC.  You can cash it all out at the end using the casino trick, this is not restricted to Cruise Cash.  Carnival does not restrict the use of OBC the way some other lines do.  It can be used in the casino just as well as Cruise Cash.
