H we have purchases deluxe drinks package  for independence of seas can we use this in the main restaurant to order individual  glasses of wine?

Yes you may order drinks within the limits of the program in the MDR.

You get suitably-knowledgeable folk opening your thread if you title it - in this case something like "RCI  drinks package"

Yes..."by the drink" is what is covered on the package.  You can't buy a BOTTLE of wine on the package.

You can get a discount on bottles of wine. From their web site:

"receive a 40% discount on bottled wines priced up to $100, and 20% discount on wine prices above $100."
