Onboard Account - US or foreign transaction?

I figured this may have been asked before, but I couldn't find any threads on the topic.

 

I know that NCL is headquartered in Miami, and as far as I can tell the Escape is flagged in the Bahamas.

 

When my onboard folio is settled at the end of an Escape cruise, will the charge "register" as a US or foreign transaction on my credit card?

Although for at least some credit cards (BoA Cash Rewards in particular), the terms specifically state that any transaction made or processed outside of the US---even if denominated in USD---would incur a 3% foreign transaction fee.

 

But reflecting the Miami address sure seems to me like a US-based transaction.

My credit card had one transaction, listed as :

 

NORWEGIAN JEWEL MIAMI FL

 

I am Canadian and the charge reflects the amount in CAD (My invoice was in US dollars so did a quick math equation to make sure it was correct).

I will say that they did not tell me what the conversion rate was so needed to check my credit card company rate.
