In answer to my own question: We did the "Sidecar Tour of Rome" on Vespas. It was great fun. One of us was behind the driver & the other (me) was in the sidecar. Other tourists were actually taking photos of US! We always felt safe. The Vespas were able to ride in the back alleys. We stopped @ Trevi for a coin toss, @ the Pantheon for an Oculus photo, and Palantine Hill for the views.  Luca narrated the tour very clearly thru our headsets. All the other drivers-there were 4 Vespas on this tour were personable & informative. I highly this as a way to see Rome up close & 360 degrees!
