Kiel, Germany

It depends on your interests.  I’ve been to both places and I prefer Luebeck.  I like that Luebeck is a small town that can easily be walked.  I like the architectural details on the buildings in Luebeck. I like the historical significance of Luebeck (it’s an UNESCO World  Heritage Site and was the capital of the Hanseatic League.)

Either town is just over and hour by train from Kiel.  Look and see what each town has to offer.  Hamburg has Minatur Wunderland, and other interesting things but it is a big city.

Luebeck is more medieval and is smaller.  I've been to both and each is very different but enjoyable.
