Can OBC be used for Gratuities

Are you saying that if you have a cash balance left to pay for the Package, then they will deduct the gratuity from what you owe. I would have thought they would have done it the other way around and add it, .  What about the current free perk promotion for those on a 2 week cruise where you get the all in package for free.  I assume you would need to pay for those gratuities and they would not be included in the $89 price
