tour company in Dublin and Belfast

Yes, unless you're planning on getting out of the city and heading to the Wicklow Mountains (Powerscourt, Glendalough) or to Newgrange or elsewhere, you should be fine walking and/or taking the bus around.

 

In Belfast, were you planning on staying in the city (Troubles tour, visiting Titanic Belfast, etc.) or visiting the Causeway coast? (Both are very good options.)

In May last year we used McComb's Coach Travel.  We had a minibus with a great driver/guide and spent a couple of hours in the Titanic exhibit (book your tickets in advance, this is a must see in Belfast) after which we were driven to Giant's Causeway.  We spent a good amount of time there and then returned to Belfast with the driver pointing out sights, including the famous murals.  We paid 130 British pounds for the 2 of us and had a great day.

Both are fairly compact cities with solid public transit systems.

 

Unless you want to take a tour to Giants Causeway out of Belfast or maybe a Peace Wall tour, there's really no reason to hire a guide.

 

Same thing for Dublin.

We took a private tour with Elegantirishtours they have good reviews on TripAdvisor. We visited Carrick-a-Rede Rope Bridge, Giants Causeway, Belfast City and Crumlin Road Gaol. In Dublin we took the HOHO bus and an excellent tour up to the Wicklow Mountains, Powerscourt, & Glendalough with https://wildwicklow.ie/wild-wicklow-tour/ they have excellent reviews on TA. The scenery was beautiful!
