Afternoon Tea at the Citadel (Halifax)

Has any done this excursion? I saw it listed here on CC and researched it through the Citadel's direct website. It is listed under the "cruise package" tours on Citadel's website meaning it is only available to cruise guests. My cruise ship (NCL) is not currently listing this as a possible excursion. There is a "highlander for a day" in the Citadel, but not the Afternoon Tea. Is it possible this will be added on to ship's excursions (I'm still 190 days out)? Is there any other way to join this excursion if my ship doesn't offer it? Like a tour company in Halifax that will offer it? My son LOVES going to afternoon tea with me, and he is really excited to step off the ship so he can say he was in Canada. I was planning on leaving both my kids in kids club at our two Canadian ports of call and going to wine country with my husband ... until he told me that, so now I need to find an activity he will enjoy in either Saint John or Halifax. We don't love sitting on buses and doing tours, we prefer interactive activities.

My son and I zip lined in St John, its over the Bay of Fundy. In Halifax we did a tour which included a Lobster stop on the way to the lighthouses (fun for a 12 yr old to put his finger on a lighthouse in a pic) And they talk about the Titanic a lot and we went to Titanic cemetery.
