The definition of a safe neighbourhood depends on what you plan on doing!  You are close to Victoria Station so there is easy access to pretty much any form of public transport you want.  Whether that is convenient for you or not depends on what you want to do!  Transport hubs do tend to attract a level of criminality - but it is well lit and on a main road.  There is a level of homelessness across London and as above transport hubs can attract both that and individuals begging - but they are very seldom threatening in any way.   I wouldn't wander around alone late at night - but then I wouldn't suggest that in any city.  Mind your bags and pockets on public transport - but that too is common to more or less any large city.
