Are casinos open first night when leaving from New Orleans?

On our last RCL cruise leaving New Orleans, the casino wasn’t open at all on departure night. Is this the norm? I thought it might be some rule while in Mississippi River. Leaving from NOLA again this summer and curious what to expect.

On NCL ships they usually open 30 to 60 minutes after sail-away.    We have cruised out of NOLA at least once a year for the last 4 or 5 years and it has always opened by an hour after sail-away.

Same with Carnival.  We did them this year and NCL the year before Thanksgiving week.  Both times 30-60 minutes after we left.

Going out of NOLA, it only takes  minutes for the casino to open after leaving.
