Puerto Vallarta: How to get best exchange rate? (For casino)

Mexican casinos offer abysmal exchange rates.

Something like $1 US to 17 pesos.

The regular exchange rate is $1 to 19 pesos.

 

That's equivalent to a 10% fee!

 

So how to get that $1 to 19 peso rate?

The best exchange rates are obtained from bank ATMs.  Having an ATM card from a bank that does not charge ATM fees makes the rate even better.  We live in Mexico during the winter and would now get about 19.5 if we were to withdraw Pesos today.
