Taxi: Marseille Port to St Charles Bus Station

I have been reading lots of contradictory info on whether it is possible to take a taxi from the Marseille port to the bus station. It sounds like the rules are always changing.

For anyone who has done it recently, are taxis allowed to pick up at the port? Or do we need to take the (paid) cruise shuttle bus / free shuttle bus to where the taxis can pick us up? The free shuttle sounds like a waste of time, and it's a bit odd to pay for a shuttle and then pay again for a taxi.

Also, if the taxis are allowed to pick up near the ship, what is the price to get to the train station (2 people)? I heard around 25 Euro, but that may be old info. Thanks.
