NY & NJ Head of Port Authority tested positive

Mandatory testing imposed from what authority? According to the HUD secretary only doctors should be deciding if tests are warranted. Are the tests even available? Yesterday the surgeon general of the US could not provide how many people in the US have been tested for this virus. He did say we should check the CDC site but that information was removed from the CDC site.

NY & NJ Head of Port Authority tested positive for COVID19...... now mandatory testing for all employees

Wonder what this means for departures out of NY & NJ ports?

I believe you're misinterpreting the article.

The group being tested is Cotton's staff, which likely means those in direct personal contact with him, not every employee of PANYNJ, which would mean thousands of employees. That would be ludicrous. . Cuomo even says that he's not being tested even though he may have come into contact with Cotton at some point, and he correctly states: "You want to prioritize who you test because you're looking for the positive," Cuomo said. "I am not a probable positive -- you are looking to test the probable positive."

Regardless, the cruise facilities are not actually operated by PANYNJ . The operation of the Manhattan and Brooklyn cruise terminals is contracted out to the port operator Ports America. They in turn hire the employees who perform the everyday functions at the piers as well as contracting with the longshoremen's union whose members handle the baggage and cargo at the cruise piers.

The Port Authority of NY and NJ runs MANY things, EWR, LGA, JFK  and SWF airports, the PATH trains, PABT bus terminal, bridges and tunnels, the World Trade Center and more.  I would think that any potential issues with the ports/piers are minimal.

He apparently tested positive from contact screening with no symptoms at his own request. By the WHO  definition he's a case (although he has no symptoms and that's probably the worst case definition ever). The test is sensitive enough to identify virus RNA, even dead virus RNA. In any other circumstance, this would be HIPAA information and would have never been discussed.

In roughly 5 days, we'll know if this human being who's now been "outed" with his personal medical information actually develops any symptoms  (actually he's apparently well into the incubation period anyway). If he's in the roughly 80% of exposed individuals who never develops symptoms, actual researchers will hopefully try to determine if he was exposed and cleared the virus, and the PCR amplified dead virus or incompetent to transmit virus RNA. Because that's becoming really important in outbreak control.

Yes, I"ve been involved in public health and medicine (non-physician) for over 30 years. I also lived through the early HORRIBLE pseudoscience surrounding HIV. I have no idea if the OP has an agenda, but this has to stop!

the Port Authority of NY and NJ run the Cruise Ship Terminals at present.

Not the day-to-day operations, which are managed by the NY City Economic Development Corporation. In turn NYCEDC contracts  the actual nuts and bolts day-to-day operations of the cruise terminal to the port operating company  Ports America, which claims to be the largest terminal operator and stevedore in the US.
