Many (most) of the policies I have seen exclude ANYTHING relating to coronavirus, not just catching it, so while the over 60s may be more at risk if they catch it, all the other disruption that may be caused by an outbreak in a country that you are planning to travel to or through will be bad for all ages - and maybe even worse for younger people with work commitments that can't get back to because airports have closed. Yes, disruptions such as cancellations, quarantining, entry-refused, closed ports, etc affect everyone. And yes, these secondary effects impact more on those who are working, have kids, etc than on those who are retired. But I think the "Over 60's" headline is fair because they are more vulnerable if infected, and the cost & grief of hospitalisation & repatriation (dead or alive) is greater than the disruption caused by others being infected.
