Yeah, it was in dry dock from 3/2 - 3/25.

According to goccl.com, here's a list of what they did in dry dock:

  • Routine hotel maintenance
  • Cosmetic enhancements in lounges and public areas such as new carpeting, wall coverings and tile work in lounges and public areas
  • Bonsai Sushi Express added to Deck 9
  • Dreams Studio replaced Special Occasions on Deck 9
  • JavaBlue Cafe replaced the Musical Cafe on Deck 9
  • Cherry on Top added to Deck 9
  • Limelight Lounge replaced Jekyll & Hyde Dance Club on Deck 9
  • Alchemy Bar replaced Gatsby's Great Bar on Deck 9
  • 30 new cabins replaced the Cole Porter Club Lounge on Deck 9

We'll be on the Elation in January. 🙂

So the answer to that question would be no. They added sushi to the lido deck.

I said "yeah" because yes, it was in dry dock in March. I thought it would be more helpful to list what was done in dry dock than to simply post, "no specialty restaurant."

Hmm, I wasn't aware the Elation had some "upgrades" (well, "changes", IMHO).  We sailed on her last May (2019).  Geez, has it been a year already?

While Gatsby's Great Bar didn't have the same menu as Alchemy, it was a nice change of pace, and frankly was a nice place to grab a drink every night.  But it was often pretty quiet, so I can understand why it was "upgraded".  A couple of nights my wife and I were the only ones there for large stretches of time.

Putting more cabins into where the Cole Porter lounge was located is understandable - CCL always wants to add more paying pax - but I liked that lounge for comedy, and having Gatsby's right behind it was a nice place to hang out before/afterwards.

I'm not sure the space formerly occupied by Jekyll & Hyde is any more than what the Cole Porter lounge offered, seems to me J&H was smaller, so that might be a bit of a downgrade.  OTOH, J&H wasn't in use every night, from what I recall.

was told it was in dry dock in march or so?  anyone know , thanks

The bigger question you should instead be asking yourself is what cruise you will book in its place when Carnival eventually cancels this sailing!
