They used the Wireless Emergency Alert system, which works like the Amber Alert system, to alert the city and county. This is the same system they use for dire emergencies like tornadoes so it is not used for routine announcements. City and county had 795 new cases Saturday which is the highest since the pandemic started back in March. "STAY HOME. The COVID-19 virus is spreading rapidly across Bexar County. Local hospitals are approaching capacity. Protect yourself and your family. They are located much too close to China, with a LOT of travel between the two countries in normal times. The government acted fast and hard. ALL foreigners were banned from entering the country. Returning residents, anyone with symptoms and traced contacts of sick people were required to quarantine Or self isolate. Cell phones were tracked, and if a phone was suspiciously still, it was called and you’d better be there to answer. Masks were mandatory when in crowded public places. Gatherings were banned. (As in large groups of screaming, unmasked young men waving rifles were NOT allowed to gather on state capital lawns without restrictions.) As a result, even with a population significantly larger than New York State, there have been a total of SEVEN deaths. Outside of wearing masks, isolating when ill, and no large gatherings, life is pretty much back to normal. My daughter goes to restaurants and coffee shops with friends, shops, and has far more freedom than I do right now. Possibly from being a much older civilization that made those mistakes long ago, they do not respond to a major crisis like a toddler turned loose in heavy traffic. This is not limited to one political party or the other, and is becoming evident in my own state. Very few people are wearing masks in public here. I stopped by the grocery store yesterday and I estimate only about 20% wore masks, including employees. Of the remaining 80%, how many continue to be critical of our national leadership, yet are not following the guidelines? Recent polling suggests that is a high percentage, and I think the same could apply to all the crowded beaches and other venues that I've seen recent photos of. Even without the new state directive, we had fairly decent mask wearing among locals. I estimate around 70-80% in local grocery stores. Maybe 50% outside on the downtown streets outside. Oregon has only had a little over 8,000 case or about 2,000 per million population (6th lowest in the US). We have had a spike in cases recently (the reason for the new mask order). According to our health department many of the new cases are due to people visiting from higher case areas and having gatherings with family members without masks and without distancing. However, we also get a number of people from California and their level of mask wearing seems to be much lower. Was up at Crater Lake NP last week and was surprised by how crowded it was (mostly from out of state) and how few people had masks as they clustered in the viewing areas. Places in the South Pacific, particularly islands, locked down quickly. No entry. As for SE Asia, they were very close to SARS, and learned from the experience so when this pandemic flared they were ready for it. Have a look at the stats for Vietnam. As for Australia and New Zealand, both had leaders who led. Both put aside politics and took a bipartisan approach. In Australia the states still had control of what happens in their state but took advice from their Federal leaders , took the advice of from recognised experts in science and medicine. This is the case here too. A number of recent cases in our local area are attributed to several weddings. I sincerely hope the new married couples can celebrate future anniversaries without having to mourn the death of friends or loved ones at the same time. What I saw was maybe 50% with masks and another 50% with no mask in sight. I saw no Walmart employee without a mask. I also saw no employee suggest that people wear masks or any signage saying it was required. Tempting to say something to these maskless IDIOTS but in NC you never know who might pull out a gun or worse. I understand that employees likely don't want to have to confront people. The Walmart I would guess is the busiest store in town with hundreds of locals visiting everyday. So why doesn't the local police department have a cop stationed there to first ask people to put on a mask and IF they refuse issue them a ticket. If you get into your car with no seat belt you get a ticket because it is illegal to drive with no seat belt. As he was about to enter the store, the employee just inside the door said, "do you have a mask?". I gave him the keys and he went back and put it on. As in most sates and jurisdictions, law enforcement resources are limited, and I'm sure that the police in NC have bigger fish to fry than to actually station a cop at every retail outlet in the state to be a hall monitor with regard to mask wearing. Here is an excerpt from the new NC Executive Order: Under, Executive Order 147, businesses must have all workers wear face coverings. Retail businesses must also have all customers wear face coverings when they are inside the establishment and may be within six feet of another person, unless the customer comes under an exception identified in the order. The order states that citations can be written to businesses or organizations that fail to enforce the requirement to wear face coverings. Law enforcement personnel cannot criminally enforce the face covering requirements of this Order against individual workers, customers, or patrons.
