You may believe that; I believe an acceptable stop is one that permits passengers to get off the ship.

There have been instances where weather prevented a ship from arriving on time in Ensenada, MX from the Hawaiian Islands.

 

In those cases guests were not allowed off the gangway.

 

I have heard from a port agent, that a few times a ship would be met offshore at night by the Pilot boat and paperwork was signed and delivered.

OK.  I expect the bad weather wasn’t part of the original itinerary and would have been a mitigating circumstance for a quick in and out port call.

The way I read this is that it applies to non-American travelers.   Americans would not be denied re-entry to the US from the way this article is worded.

Says UK, European countries, etc but doesn't mention Canada.   I guess time will tell...
