Really curious what the EU is thinking. Like it or not, the International certificate of vaccination or prophylaxis is the internationally accepted proof of vaccination under the International Health Regulations. Pretty sure all the member states of the EU are also member states of the UN, and WHO. So it could get interesting...

Why do you think it is curious?  Seems reading the international editions of a couple papers that they are trying to come up with an electronic means to verify vaccination similar to the old yellow card I still have.  Seems logical.  Even more logical would be if people could add vaccination details to their drivers license or passport on a voluntary basis.  Not hard to set up a website portal to input the data.  Easily read by border personnel.  Yes, one could enter fake data; but spot checks would make doing that not a good idea - Arizona spot checks about 1% of auto registrations requiring written proof of insurance for example.

Sorry. I’m curious, not that it’s curious. Historically one of the reasons a lot of this stuff was paper was that a lot of members didn’t have good electronic capabilities. Shouldn’t be a big issue today, but who knows. But the member states have agreed to accept that paper yellow card. They can change that, obviously, and probably doesn’t apply within the EU.

My understanding that the agreement was related to specific vaccinations - Cholera, Yellow Fever, Typhus and Small Pox.  They really need to organize another International Sanitary Conference and get agreement on the addition of Covid19

There has not been a conference in many decades. When I looked it up the WHO seems to have taken over those responsibilities.  Some sort of passport will definitely be needed for facilitating international travel.  The EU can certainly adopt their own, but hard to imagine airports if those from outside the EU were required to have a negative COVID test on arrival.  Would be chaos.

I can also see the info being voluntarily attached to a passport or other document.  For those who object - they could do a test or stay in their country of residence depending on requirements of each country.

We have already seem the vaccination proof issue arise in St. Vincent.

Universities have been requiring certain vaccines for years.  Meningitis vaccines.  Measles vaccines.  Particularly if you reside in a dorm.  I cannot see why there is a fuss in some circles out of college students getting COVID vaccines too.  The spread of COVID by students in the fall of 2020 and over Christmas break was a large factor in the following deadly surges.  And of course spring break.  College students will be college students.  Some will continue risky behaviors.  They should all get vaccinated.  That will help get the pandemic over more quickly.
