Are you docking in Toulon or La Seyne-sur-Mer? Two of our cruises listed Toulon but both actually docked in La Seyne-sur-Mer. There is a ferry that takes you from La Seyne to Toulon for a nominal fee.

If you spend the day in Toulon, there is the Cours Lafayette market. We also enjoyed the cable car up to Mont Faron - gorgeous views overlooking the Côte d’Azur. There is a little tourist train that runs from Toulon’s port to places of interest about town.

On subsequent visits, we have enjoyed Cassis and Aix-en-Provence - both doable from Toulon.

We ended up in "Toulon" because of a last-minute switch from Corsica, so we had nothing booked.  We actually docked in La Seyne and negotiated with a taxi driver for an all-day trip to Aix.  It was no more expensive than a ship's excursion for 2 would have cost, and we were able to do exactly what we wanted.

We docked in Toulon.   We just took the little train at the port which drove around the city. It stopped at a beach as well.   It was good enough for us as we had a very port intensive cruise  with private tours at each stop so we needed a down day at the start of our trip.  
 

Many passengers used ship tours to go to Provence.
