I don't believe there are any remaining state or local pandemic-related regulations that would prevent cruises from sailing from NY or NJ. NCL has cruises scheduled from NY starting in September and Royal Caribbean also has cruises scheduled to sail from Cape Liberty starting in September. 

Whether cruises from these ports actually begin as currently scheduled would be dependent on the cruise lines obtaining the required CDC permission and having sufficient crew to man the ships.

There is suppose to be a test cruise of Royal Oasis at end of August.

"N J Cruises" ?  You mean like around Raritan Bay,  or a river cruise - perhaps Christmas markets - on the Passaic?

RCCL Oasis in September
