I'm going to bet that non-smoking pit is closed most of the time. They're going to need smoking and non-smoking people to keep their tables open. I can't remember which ship I was on that had windows you could look through while playing table games, but I remember getting mesmerized by the view of the ocean from time to time and how enjoyable that was. It is just a business decision to market to your best customers and not a judgement on those that do or don't smoke.
