Once at for example a museum, the cruise ships guests will be mixing with other members of the public, eating in the safe cafe, using the same loos, etc etc

But the "bubble" excursions will not be going to those sort of locations.

Being cynical I don't think it will change because Princess don't want you to get off independently they want you to book their extortionate excursion prices.

It is now clear that fully vaccinated individuals can carry and transmit the delta variant, even when they themselves will be asymptomatic. This would be the reason, not the commercial one. Princess wishes to reduce the possibility of vaccinated carriers returning to the ship, transmitting to others, and then causing many passengers to be confined to their cabins. Thus they limit those disembarking to group tour operators that follow certain protocols.

I have booked an excursion for Belfast and don't mind only being on a ship's tour in a bubble. However,  the selection for Liverpool and Greenock are so uninspiring that it makes me wonder if a lot of people won't just stay on board. Maybe they will change their policy if they realise that a lot of people will stay on board using their drinks package costing them $$$$.

Doubtful Princess will adjust port disembarkation policy based on how many passengers remain on board. Most likely transmission science will determine policy.

I think the bubble excursions will have blocked off certain times at museums etc.

Based on posts I have read about other cruise companies' Bubble tours, they do go to places such as churches and museums when others are there but with the group staying away from others. However, members of the bubble tour were allowed to use the restroom which meant they could be near people not with the tour.
