I wonder if they offer the free Cheers package to people who don't typically buy it in an effort to lure them in and spoil them so that they do buy it going forward. I qualified for it on my upcoming cruise and I have never once purchased Cheers (well technically I did once but that cruise was canceled and I never got to use it).
