Informed speculation alert:  fouled heat exchangers limiting total engine output.  Have to isolate each one in series to de-foul.     source:  small birdie with some technical chops in this area when dealing with ships that have been effectively mothballed    supporting evidence:  sailings in August and September, pre-dry dock haven’t been modified.  Yet.   Problem is amenable to underway resolution but takes time.
