I believe this is the case for all northbound and southbound Alaska cruises. This was not a requirement when we sailed from Vancouver on May 2, but has since been initiated for those itineraries. I have believed all along that it is due to Canadian federal government this practice is in place. After all, when it comes to Covid-19 in Canada and travel, it's still 2020 (or at least 2021).
