No.

In Mazatlan, there is no beach right next to the docks. In Mazatlan, the ships dock in a commercial/industrial area, and you have to take a free shuttle to the Cruise Passenger Terminal.  You can easily walk (or taxi) from there to a dock for a boat that goes to Stone Island, a nice beach area with full services.

In PV, there are no beaches right near the docks. Most of the passengers take a taxi or mini-van shuttle to the Malecon (downtown, the walk along the bay-front) and some go further to the Los Muertos beach.  Not a great name, but a good beach, with lots of cafes and shops.

Close to the terminal in Puerto Vallarta you will see the  beach  with a special public entrance. However that means you need to bring you own towel, chair etc.

Hotel like Marriott and Westin in the Marina area often offer daypasses, depending on the occupancy. It is a short cabride from the terminal. Their fee is partly used for food and drinks. They are on the beach and have pools.

If you take a cab or local bus to Playa Los Muertos ( centre of town) you will find  restaurants on the beach. They offer bathrooms, sometimes also towels, but I have never seen a shower there. Most of them offer is for free or for a small fee., but of course you need to buy food and drinks.
