We have done several since cruising started back up with Celebrity and Princess. On those B2B cruises on transition day, mostly in the Caribbean and the Med, we would be escorted off the ship to a secure place in the terminal so they could "clear" the ship. Once the ship was cleared of passengers, we were allowed to simply reboard the ship using our new shipboard cards they had given us. If we were going to go into town or on an excursion, we would use an In Transit Card when we returned to the terminal that allowed us to bypass the check-in process after going through security. In the US they need to clear the ship, so people have to get off and wait to be let back on (if they don’t want to leave the port), but in other places (ie Europe) you can likely stay onboard if you want. In my experience, NCL try to avoid having to take people off of the ship if they can.
