Check out "WiFi Calling".  Most (all?) iPhone and Android cellphones from the last few years support the option, as do most (all?) US cellphone providers.  Basically, it routes your phone call via the internet rather than the ship (or a land-based) cell-tower.  The last catch, of course, would be if your ship's internet has enough bandwidth available just then for audio, and hasn't blocked "WiFi Calling" as "streaming".
