As far as I'm concerned, one of the best kept secrets of the ship. You don't find too many empty "air-heads" up here, they get bored and leave once they realize "optional topless" does not mean every woman there will be without. Not out of character at all. Carnival not only doesn't market the fact that they offer a top optional deck; they don't even acknowledge it on any of their public deck plans. True, but they also play up the "Fun Ship" thing and everyone has a different idea of fun, so maybe they provide areas for everyone. The casino may not be considered a "family" area by some people.:eek: It gives everyone a choice and an option, and it gives them something to do with the small deck...LOL. I was on the top deck looking down on the other ship and noticed 4-5 women laying topless on their funnel deck or whatever it is called.
