If you happen to hit a bridge opening, you would easily add 15 to 30 minutes. That's not so much of a problem GOING as it might be returning to catch your cruise. The VERY BEST that we've ever done from Sunset to Downtown was 15 minutes, and there's another 7 - 10 minutes to the pier. 21 years of St. Maarten experience speaking here. Assuming you had a four hour tour that departed at 9:00 you should still be able to get to the beach to see some good-sized planes landing. You could save a few dollars by taking a local bus out there. The bus would be labeled Mullet or M'Bay on the sign in the front window. There are stops all along Back Street.
