It would only (probably) work from the first birth by Marine Park, where the HAL ships dock. The lady in the candle shop next to the Red Dog uses it all the time. Otherwise, Seaport Cyber sells access. Just pick up the network "Seaport" and follow their credit card payment system through to login.
