Does This Sound Like QV is a Non-Smoking Ship?

We got our preliminary documents for our upcoming QM2 cruise today. Included was a booklet entitled “Your Cunard Voyage Guide”. Inside the smoking polices state the following,

“For the comfort of all our guests, lifts and certain sections of public rooms have been designated as non-smoking areas. There is a non-smoking policy in all Queen Mary 2’s restaurants.

Queen Elizabeth 2 has smoking sections in all restaurants (except Princess Grill) and public rooms. Queen Victoria guests must adhere to a non-smoking policy throughout. Guest who enjoy pipes or cigars are accommodated in the Churchill’s Cigar Lounge aboard Queen Mary 2 and Queen Victoria and the Chart Room, Golden Pub and designated areas in the Crystal Bar aboard Queen Elizabeth 2. We do ask you to refrain from smoking pipes and cigars in other public areas.”

Does this mean Queen Victoria is essentially a non-smoking ship except for Churchill’s Cigar Lounge?
