Boarding time?

We're on a cruise leaving Miami at 4PM. Lots of people on this site have talked about getting on board about noon but the Carnival site says1:30PM if I understand it correctly. What time should one be able to board and what services will be available?

Usually by around 11 am you can start boarding. We park about 10:30 and get on over and in line and its usually soon after we get there they start letting folks onto the ship. Can you imagine if everyone got there at 1:30, that would be impossible, so folks come from about 11 to about 2 pm.
