Any time you take a minor out of the US you will need notarized letters of consent to take a minor out of the country from both parents of each child, signed consent for medical services for each child and you will also have to sign a form from the cruise line that you will be financially responsible for each child.

And in addition to the legal requirements and suggestions, you might want to have a meeting with all kids and their parents about behavior expectations, and consequences. Stuff like underage drinking, illegal drugs, excessive noise and running around the ship in the evenings, leaving the ship, inviting other passengers or crew to the cabin, and so on. There have been some sad stories here over the years, including one RCI passenger whose party was removed from the ship due to the behavior of her son's friend, at which point she had to foot the bill to fly them all home and try to sort it out with the friend's parents later.

There have been several threads where this was discussed--where things did not go as planned. Be sure you know the other kids and their families VERY well. The problem is that if one person screws up (say, brings drugs on board or whatever) then the entire party gets booted at the next port and you have to find your way home at your own expense.
